[SMM analysis] extension of new isolation in the Philippines to 15 May is expected to affect the export volume of 2-3 ships in the Zambales mining area

SMM4, March 24: it is reported that at 8: 00 this morning, President Rodrigo Duterte (Rodrigo Duterte) ordered the extension of the strengthened community quarantine, including Manila Metropolis, Central Luzon and Karabasson, until May 15.

Central Luzon includes (Bulacan), Badan, (Nueva Ecija), (Pampanga), (Tarlac), (Aurora) and (Zambales). Karabasson districts include (Cavite) in Jiamei Province, (Laguna) in Neihu Province, (Batanas) in Badayan Province, (Rizal) in Richa Province and (Quezon) in Quezon Province.

For areas placed under general community segregation, the following provisions will be observed: first, the second and third categories of workers and sectors may continue to work or operate in phases; ordinary people can only leave home for the purpose of obtaining basic necessities; in any case, persons under the age of 21, persons aged 60 and over and persons aged between 21 and 60 with complications or other risk factors should stay at home; Non-leisure shops in shopping malls and shopping centres may be partially opened; higher education institutions may continue classes to complete the academic year and issue certificates to students in accordance with the guidelines issued by the Council of higher Education; priority and infrastructure projects may be resumed in accordance with the guidelines issued by DPWH; public transport may operate in accordance with guidelines that may be issued by DOTr to reduce capacity; Local government units shall impose night curfews on non-workers; airports and seaports may operate within the unhindered flow of goods.

In response to the Xinguan pneumonia epidemic, the Philippine Government has previously ordered "enhanced community segregation" throughout Luzon, including the capital, Greater Manila, from 17 March to 13 April, with the exception of access to basic necessities, all families are subject to strict home quarantine; law enforcement officers will be responsible for implementing the quarantine requirements. In order to prevent the further spread of the epidemic, the Philippine government extended the blockade period again to April 30.

The rest of the mining area is not within the scope of this extension, if there are no new regulations, according to the new document, may be normal shipment from May 1.

Following the revision of Indonesia’s HPM formula to include Iron, Cobalt, and Chromium, SMM expects the pricing impact to vary significantly. According to SMM’s internal assumptions, Saprolite (20% Fe, 1% Cr, 0.05% Co) and Limonite (45% Fe, 2% Cr, 0.10% Co), calculated against the latest HMA benchmarks of $17,802/dmt for Nickel, an increase of 5.13%, $55,854/dmt for Cobalt, $1.56/dmt for Iron, and $6.37/dmt for Chrome.
